Russia-Ukraine War News Live Updates: Ukrainian police officers, broadcasts return to Kherson after Russian pullout; electricity coming soon
The chief of the National Police of Ukraine, Ihor Klymenko, said in a Facebook post on Saturday that some 200 officers were at work in the city, setting up checkpoints and documenting evidence of possible war crimes.
Police teams also were working to identify and neutralize unexploded ordnance, and one sapper was injured Saturday while demining an administrative building, Klymenko said.
Ukraine’s communications watchdog said national TV and radio broadcasts had resumed in the city, and an adviser to Kherson’s mayor said humanitarian aid and supplies had begun to arrive from the neighboring Mykolaiv region.
Speaking on Ukrainian TV, the adviser, Roman Holovnya, described the situation in the city as “a humanitarian catastrophe.” He said the remaining residents lacked water, medicine, and food.
The chairman of Khersonoblenergo, the region’s prewar power provider, said electricity was being returned “to every settlement in the Kherson region immediately after the liberation and obtaining mandatory permission from the military.”

Qatar hoping to show its soccer passion as World Cup host
Qatar made a promise to fans 12 years ago when it started campaigning to host the World Cup: We love soccer just like you, so come and enjoy it with us. The message acknowledged there would be skeptics that a tiny emirate whose team had never been to a World Cup — never played a qualifying game until 1977 — could match the passion for soccer’s biggest event shown by the previous host at that time, Germany in 2006. Some skepticism is still there on the eve of the tournament.

Biden to warn Xi North Korea’s path could prompt bigger U.S. military presence
U.S. President Joe Biden will warn Chinese President Xi Jinping at a meeting on Monday that North Korea’s continued pursuit of weapons development will lead to an enhanced U.S. military presence in the region, the White House said. The United States is concerned that North Korea plans to resume nuclear bomb testing for the first time since 2017 and believes China and Russia have the leverage to persuade it not to do so. Biden and Xi are set to hold their first face-to-face meeting as national leaders on the sidelines of a summit of the G20 grouping of countries in the Indonesian resort island of Bali.

White House hails Ukraine’s ‘extraordinary victory’ in Kherson
The White House on Saturday hailed what it said appeared to be an “extraordinary victory” for Ukraine in recapturing the city of Kherson from Russian occupiers. “It does look as though the Ukrainians have just won an extraordinary victory where the one regional capital that Russia had seized in this war is now back under a Ukrainian flag — and that is quite a remarkable thing,” National Security Advisor Jake Sullivan told reporters on the way to the ASEAN summit in Cambodia.

U.S. COVID public health emergency to stay in place
The United States will keep in place the public health emergency status of the COVID-19 pandemic, allowing millions of Americans to still receive free tests, vaccines and treatments, two Biden administration officials said on Friday. The possibility of a winter surge in COVID cases and the need for more time to transition out of the public health emergency to a private market were two factors that contributed to the decision not to end the emergency status in January, one of the officials said. The public health emergency (PHE) was initially declared in January 2020, when the coronavirus pandemic began, and has been renewed each quarter since. But the government in August began signaling it planned to let it expire in January.
U.S. seeks closer ties with India as tension with China and Russia builds
The United States is placing India at the center of its ambition to detach global supply chains from the clutches of U.S. adversaries, seeking to cement ties with one of the world’s fastest-growing economies as tensions with China remain high and as Russia’s war in Ukraine upends international commerce.U.S. Treasury Secretary Janet Yellen, the Biden administration’s top economic diplomat, delivered that message in person Friday during a visit to the Indian capital at a moment of intense global economic uncertainty. Soaring food and energy prices stemming from Russia’s war and heightened concerns about America’s reliance on Chinese products have pushed the United States to try to reshape the global economic order so that allies depend on one another for the goods and services that power their economies.
Joe Biden to raise Human Rights in meeting with Egypt’s El-Sisi
Joe Biden and US officials pressed the Egyptian government on Friday over the case of Alaa Abd El-Fattah, a jailed writer and activist, National Security Advisor Jake Sullivan said. “We’re doing everything we can to secure his release as well as the release of a number of other political prisoners,” Sullivan told reporters aboard Air Force One on Saturday. Biden met with Egyptian President Abdel-Fattah El-Sisi Friday on the sidelines of the COP27 climate summit. El-Sisi’s government has drawn criticism for its crackdown on political dissent, with the case of El-Fattah in the spotlight. A group of more than 50 Democratic lawmakers signed a letter urging Biden to call for the release of political prisoners.
